Well I can share cars with my brother on the same PS3 when he is offline.

You just look at a friends 'profile' and any car they have set to 'online' is available. You borrow the car desired. But you cannot then take that car online.

You can also try any tracks set to online as well.

The person sharing does not have to be physically online to share cars if thats what your asking.
