No, it can't.

The list is screwed up, still and shows every car as new to the series. Nowhere does it distinguish premiums vs standards.
 
The icon for the custom parts menu shows a Light Bar, probably for mounting onto the hood of a car due to its "curved" shape. anybody find the car its for? its starting to make me think that at a later date we will see a custom parts DLC??

Light Pods ?, If that is what you are suggesting you could try a road version of a rally car like the Lancia Stratos see if that takes one or not.

Yep looks like what you can put on a Stratos to me, Heck loads of rally-esq cars can take them in real life atleast, No harm in trying it, I would myself but I'm somewhat busy credit grinding.

Yeah the only Stratos I have is the 15th anniversary, reluctant to buy another currently.
