In the UK only the FIAT Panda and Citroen 2CV were in the lowest insurance group - group 1. New cars limit you to a Corsa 1.0 (group 2), but I'd rather have anaesthetic-free testicle surgery than drive one of those again. The old Mini was group 3. There are some decent cars knocking about in group 4 which won't break the bank - 1.25 Fiesta and the like (Punto, C2, other Corsas, 106 etc.).
