You weren't wrong, very obscure livery indeed. Couldn't find anything about Iocs or Coffee Express, and M's Racing (certainly doesn't help that there are dozens of companies with the name M's/MS Racing).
I did find stuff about the team, whose car was the "RENEWCAR ADVAN EVO", though I didn't find the Renewcar logo and lettering they used on the car. Renewcar was a used car company that eventually disappeared in 2008.

Also used the Wayback Machine and got no matches for Iocs. I did find a logo very similar to the M's Racing, though it's "M&M Racing" instead. Not sure if they are related, I don't think so, but the font is very similar if not the exact same:

I think these two companies are both lost in time, unfortunately. Doesn't seem hard to make a SVG though, thankfully.

Hey mate, if you're meaning the logo with the T, that's Take Off. I'm genuinely unsure what they actually make, I just know as I've seen it in in other racing games.

Pre-2000s Cusco stuff is hard to find but I was able to find a picture of the logo, from a sticker. It's an old L.S.D. Cusco used to sell, the "MZ type-G":Can anyone help me with this decal?

Couldn't find anything about the "KS" logo, though I think I found plenty of info about the French bulldog one. From what I've gathered it's not really a company per se, so I couldn't find a logo of it.
. But I do think that sticker is related to this dog. Unfortunately finding an image of that sticker is going to be hard, if not impossible.

Basically, it seems the car was sponsored by a company (iriomote-monsoon), and the French bulldog named Guts (ガッツ) was a mascot of that company at the time. From this company's blog: https://iriomote-monsoon.com/blog/1250
That blog post is related to the 2006 car, instead of the 2007 one. But I think the livery didn't change much between the two years, so I think it's still the same logo.
Guts also had a blog page, which has a broken link to the Arabian Oasis team website, calling the Z33 the "Guts Racing Car": http://guts4649.blog88.fc2.com/
