Disc vs Digital Price difference

So whats the deal with this? I can get the PS4 day 1 Disc for $20 or the digital dl in the PS store for $60...

Does the digital come with all the DLC or is it just plain more expensive for no good reason?

Disc it is rather than wasting $40 that could be used for dlc.

The digital version also goes up and down in price on the PS store. At the moment it's up is all.
