There is no downloadable content available yet, nor has there been any information about releasing stealth and chrome line models.

A couple of responses to questions about a GT5 Playstation blog (US) post said that the Chromeline cars will stay exclusive to the CE and the the stealth models would remain exclusive to preorders , at least at launch , but unsure about the long term.
