I think it does. It doesn't 'hook' you to the apex artificially like other games but it definitely helps. It will sometimes even bite u back by hitting the curb wrong and u bounce out and upset the balance of the car. On Cape Ring and some corners of the Ring I use the curbs quite liberally. It may just seem to help because it decreases the radius of a corner, but it is effective either way.
It definitely works on Cape Ring, the periphery at least. It's a bit tricky to keep it in the groove, and it can spit you out quite violently, but I suppose that's to be expected. It is quite a large lip on the inside of the kerbs, there. It feels great through the wheel, too.

I did it on my first lap on the course, after I spotted the lip just to see if it would work. I was impressed that the car (an R32 GTS-t Type M) hooked up, but I've not actually tested to see if it allows you to drive faster overall.
The lips on Rome are smaller, and if they work, then it probably looks good for Cape Ring, too.![]()
There's one on Trial Mountain, left hander between the two tunnels. Not sure if it works in GT5 or not.
