Does car wash affect perfomance of the car?

Cosmetic only. Though you'd have to drive the car on grass for literal hours before the car starts dulling.

Washing your car is cosmetic in all GT games. The oil change system, which does affect power, was introduced with GT3, if that's what you're thinking about.

It does affect top speed in GT5, only by a very small amount though so virtually it's going to be unnoticeable on most cars/tracks.
