Driving a new car before the oil change

I heard driving a new car a short distance would lower the max HP you get after the oil change. Is that true? How much will it drop?
 
No, it will crawl up to the max break in horsepower attainable regardless of oil change or not.

Oil change just makes that job a lot quicker.
 
I've never heard this before..

Brand new cars often require an oil change, after 300 kilometers or 186 miles and another fresh oil it achieves maximum power.

After 5000km or 3106 miles it will begin to permanently lose power
 
I think what the OP says was true in previous GT titles, and people may have assumed the same was true when GT5 first came out.
 
I've been playing since GT1 and although you will see a small and steady drop in horsepower with used cars, it has never been permanent, at least not significantly... but that depends on the overall mileage. That's why we have engine rebuilds... As for new cars, I haven't heard of this being an issue.

Here's a handy link for you, though it's a little hard to parse.

There's three separate conditions of the car that combine to give the total horsepower. If your car is broken in, it's been less than 200km since your last oil change, and you're not past 15000km, your car will be at maximum horsepower.

cliff notes (applies to all cars):
break in done at 300km (~188miles) (3% change)

Fresh oil starts at +5% , after 300km you are at +0%, at 5000km it starts dropping till -5% is reached

overhaul is needed every 5000km (~3100 miles) (5% max hp change)

permanent engine hp lose starts at 15000km (~9300miles) (5% max hp change)
