Feeding exhaust gases back into the combustion cycle is a process that has been used for years. It benefits emissions - I think mostly on a partial throttle - and gives no particular torque advantage.

However, the idea is to mix the exhaust gases with fresh inlet charge. This chump's image depicts a closed gas loop. If that's what he as in mind, then his idea is just stupid. Even if he does have an open loop to allow fresh charge, he's still not going to get the turbocharger effect that he's looking for.
