If you are referencing the DLC paint pack (which includes 10 fluorescent) you cannot trade the chips. You can send a car that has been painted in a DLC paint and it will article painted, but you would receive the chip color the car was originally, not a DLC chip.
And you can 'buy' these chips with real money by going to the PS Store and select the GT Paint Pack, than select 'Purchase'. Everytime you do so all DLC colour chips will be added once to your inventory (only 1x each chip!). You can purchase that pack several times to get the chips several times, but that costs you the price of the pack each time then.
