It took me a while to find it because the clue has a picture that isn't what the world actually looks like. So I thought it couldn't possibly be where it was and specifically didn't go there because I knew it couldn't possibly be that location, until I eventually gave up and went there just in case I was mistaken about the visual difference, and there the chest was, but I wasn't mistaken, the clue image and world simply don't match.Ordinarily I'd post a Treasure Hunt solution, but it seems that they're very, very dumbed down now.

It's an option! Just go to HUD & Gameplay in Settings and scroll down to Proximity Radar. Trust me, I needed it for the Nachi Run, which was not easy compared to the other two street races I did in that Seasonal Championship. Anyone who complains that the roads are too wide in this game should have every race locked except this one until they beat it and its gaggle of rainy-bumper-cars Drivatar oafs.Also, the radar from FM would be a welcome addition, considering the tendency of the AI to divebomb you.

The screenshot was probably taken in development before the concrete barriers were added, They expect the players to pay more attention to the landmarks (what type of road, the lake with the building on the opposite side, and the hot air balloons), since that is what your eyes should be focused on. You could post it as a spot-the-difference puzzle and people might circle the fence/chain and lower bush count (and sky, but I'm guessing they used a certain TOD/Weather preset), but to say they don't match at all when a couple of details are slightly different is a reach. I thought you meant they used an entirely different location...
Plus the actual chest icon showed up on that spot, which I think was the biggest clue and merits not bothering with giving people spoilered clues any more.
