I find that FH6 does actually have less content than FH5, but that's mostly due to 5's Accolade mechanic giving players a laundry list of stuff to do, inspired by the Festival Playlist--time trials in the open world, performing skills with certain cars, even requiring that you end up in the upper echelons of Rivals leaderboards with every class in the game.
FH6's Collection Journal, meanwhile, is a lot more like FH4--they trimmed out all the fat from progression, but in so doing it feels like there's less to do overall. The loss of open world challenges especially leaves a gaping hole in the progression. But I personally think that's not a huge issue; just a side effect of trying to refocus on the festival after FH5 went more for the 'adventure' side of things.
