I fail to see how that photo was funny (going by the thread title), show the next frame and see how many laugh...
Its funny because the boat appears to be chasing him, and I'm willing to say the next frame will be just as funny, if not funnier, than it is now.

I'd imagine that "the next frame" - where the cat has turned its face away, or George Bush no longer looks like he's spinning an invisible basketball on his finger, or where the guy photographing the "Engrish" shop sign accidentally photographs his own death as a bus runs him over - could render all funny pictures unfunny.
