Y'know, maybe I'm stating the bleeding obvious here, but I think you'll find it's a commentary on the quality of most films starring The Rock. Espeically when it comes to dialogue.

The first time I saw that particular snippet of "dialogue" was in a Yahoo! Answers question. I believe it originated from, surprisingly, 4chan though I think the first part of the phrase itself appeared as a Youtube comment before that. The response is probably a 4chan own.

So yes, originally it was a retarded, nonsensical phrase but in every iteration since it has been deliberately typed like that.

I can't understand why someone would take pictures from another site, degrade them by saving them as the lowest quality .gif, mash them all together to increase loadtimes and attempt to hide the Credit bar in some shots.

That's basically like a archive of a month of thereifixedit content :S
