He may know what a tachometer means, he just doesn't want his son/daughter revving above a certain level, to avoid wear & tear on the engine/temptation to drive in a sporty manner.

Also, I resent the implication that Americans don't know what a tachometer is.

It's most likely American because that's a Camry ('92-'96 in fact) and it uses mph, though of course it could be a Camry that was sold in a smaller market that also uses imperial units.

You wouldn't get thrown out for misusing chopsticks. They expect foreigners to have a hard time with them. Then they stare in wonder when they see a gaijin who can use chopsticks.
