Put then in the microwave for 10-15 minutes.
But on a serious note, just brake hard and put all the brake bias at the front.
Try it at La Sarthe at night at the end of the Mulsanne Straight. 👍

I'm not sure if brake glow is seen on standard cars though.

In SHIFT2 and even Forza 3, it's a bit too easy to get you brake glowing. In both GT4 and GT5, it usually takes a few hard corners before the disc starts to get hot enough and glows.
Take it to the track in a super car on SSR7 (long track at night...)
I took my Lexus LFA once and wow it looked awesome, don't bother with Le Mans track tho, as you have to wait till it gets dark and then wait until it gets dark on the replay...
Glowing brakes should be easy to do, I think all you have to do is brake hard, because that's all I did to make my Aston's brakes glow:
