There have been lots of them, both LAN and online. Look up "board challenge" and "UKGT" for at least two examples.
 
You specify a set of rules and a race scenario. Then you have all the drivers run it and submit their times at a given deadline, and back up their time with a replay for review.

Look into the Online Racing forum here at GTPlanet and in particular the Weekly Race Series, which is now in its third year.

Is it possible to have a actual online race on GT3 that isnt time trials? I'm ok with TA's i'm just wondering if its possible to have a actual race or do you have to do it local?
 
Well, I suppose it's possible to do it via KAI/x-link, which effectively fools the PS2 into thinking the internet is a LAN. Most people do this in GT4 if they do it at all. It's not the easiest process.

Go to the sticky threads at the top of the GT4 board and read what's there about KAI and x-link.

As Duke said, some race online in GT4 over Xlink, but I never heard of people racing online in GT3.
I only played GT3 on the first generation of PS2 that had no Ethernet port but a Firewire port. With the Firewire you could race against up to 5 other players but they all had to be in the same room. I don't know if you could lure the console and play over the Internet.
