I'm pretty sure the Viper is more aerodynamic than the Veyron... plus it has 100 more HP fully tuned.

SRT Viper Drag coefficient - 0.369
Bugatti Veyron - ranges from 0.41 with the wing up, to 0.35 in full top speed mode.

Also, 100bhp makes a tiny difference at 250mph plus. Power to drag is an exponential curve, more and more is needed the higher the speed and thus air resistance.

This is GT6, not real life. So it's certainly possible to go that fast in the game without hacking.
