i couldn't believe it i saw not one but two obey tail gaters.
the first one got away after running me over but the second ones mine though that was almost blown up by a guy trolling in a tank
however the only way to spot them ive noticed is they speed through traffic like there trying to escape
 
I think R* changed the way Tailgaters spawn when they're on Simeon's list. They used to spawn at the golf course but now they just don't. I've noticed them spawn at the Casino by the horse track but haven't seen them driving on the streets yet. Anyway, I got mine from singleplayer, loving it :)
