According to this article, the shops themselves are open to everyone, but may the UE content will be located at them.
Yeah "only open for business with the Ultimate Edition" is not so much unclear wording as flat wrong if the shops are not paywalled.

I'm as baffled by the Car Collection thing as you mentioned above too. The website only includes it under UE, and doesn't directly mention the four UE-exclusive cars:

With a $1.5bn budget you'd think they could afford some subject-familiar copywriters.

I mean, I'm inclined to believe it was written that way it was on purpose b/c I think a certain conclusion I've been seeing online is right; $100 was the intended price of the game, but Rockstar might have known pricing the game flat out at $100 would be hit with backlash.
Knocking it down to $80 & incentivizing people that you get $20 of extra content including "exclusive" locations (to be confirmed I guess) makes it easier to get most of the fanbase to accept that $100 after all.


I will say, I completely get people's agitation to it. This sort of practice is definitely up Rockstar's alley, esp. if you're aware of how their online mechanic is designed to really squeeze your wallet & I agree the consumer base should push back.

But, I will also admit I'm a hypocrite with this company. I was fully on board to buy a Collector's Edition for the game & the $20 "extra content" is way more than the extra in-game content I got spending $150 on V's Collector's Edition.

I'm 99.9% positive you won't need any of the items in the Ultimate Edition to complete the game. The only thing of real use to beat the game could be the revolvers, but there's plenty of guns to be seen. Everything else is really just extra cosmetic items; there will most surely be other clothing, salon, & tattoo places to use as well as other mod shops. The only thing that seems really locked behind are the Donk & Off-road shops, as well as few cars & a boat.

The Classic Car Collection is an interesting one, b/c there's a designation that there are 4 vehicles you can restore that are only available with the UE. But, if the entire shop is UE-only, I would assume every vehicle you restore there is only through UE. My brain might not be reading it right.
It’s making me think the more items you have the more social media influencers promote your brand or likes and views up your cash. Maybe better alliances and I guess help and perks: getting into clubs and inner circles.
Maybe that helps with more jobs becoming available quicker through the story line. I don’t know, but that’s what I’m thinking of when starting this game with more of a head start with items. Though I understand some UE items will be made available later in the story.
