Still no right answer so here's an expanded mystery:

There is no such thing as two pit stops per lap in circuit racing. It would be very interesting concept but they are too lazy to serve drivers twice.

Key point here is the first sentence.
 
How is? ...oh...I get it. Because there's 2 pit areas...one of them is for Autumn Ring Mini, the other for the full course.
 
I have done 200 miles an hour with the Escudo Pikes Peak Version so it is possible on Rome Circuit to go 200 miles an hour

It was rude for me to not answer this:
well most cars can't??? Besides, can you stay at that speed? You would have to slow down for the turns, right?
