No, it's not a licensed property. Here's a hint. This is the second game in a trilogy (a spiritual sequel). None of the games share the same name (so this isn't Game 2: The Gamening), but the gameplay style and presentation is similar.

Complete guess but is it called Arctic Fox? Just noticed the "A.F" underneath the monitor, the logo looks more like a wolf but could be a fox and it looks icy, so...

Could've swore that was mechwarrior, but yeah its Arctic Fox........I actually kind of remember that game, it was on a dos demo floppy.
