That picture looks similar to all the RPG games in the SNES era.... There's almost too many to say.

Ok, not giving up on this. Is it one of the 50 million derivatives of the Dungeons & Dragons franchise?
 
From the latest screenshot it's clearly a homebrew or indie RPG of some kind. Hopefully we can narrow it down from that.

Homebrew games really shouldn't be in this game though, as that could be extremely obscure and amazingly difficult to find information about.

Indies are fine, as there is information out there to find.

I agree with that. I literally went through posts at IndieRPGs, RPGDX, etc just clicking through game by game. It was pretty desperate.
