"Excluding Tsukuba Circuit, the median of these tracks is what will help you find them."
 
Isolate one of the words in the clue to find its subliminal meaning.

New York and Seoul Central? (On both these track the cars race in opposite directions separated only by a median, as at Tsukuba)?
 
The *cough* mathematical *cough* word will give the answer.
And it has nothing to do with Tsukuba.

Google search "mean, median, mode" And pay attention to the median explanation.

The answer was Ice Arena and High Speed Ring
If you look at all the tracks and add them up. (45)
Take out Tsukuba, (random track) and count down 22 on each side that is the solution.
