Never that. I've seen the stock one on my painted cars in a lobby before however.

That looks like a livery with no applied paint color. If you apply one, the game uses your current paint color as the base.

I have had missing elements on liveries I saved from other people ages ago and assumed that to be because of elements which have since been removed from the game - but in that case it wasn't the base color...

It's a livery with no colour settings applied so it defaults to your current paint.
