I don't get what you are trying to say at all?
You complain that in real life the surroundings don't move (at all, or a little), because your brain fixes on a point in the distance.
That's all true, I agree, but that doesn't change the fact that your head (and your whole body actually) is moving in the car.
Your brain just ignores the changes with objects close to you, because you are focussing far away.
If head movement were to be introduced the same way as in real life, the same changes (shaking, looking into a corner) would occur on screen but you would still (almost) ignore them because you're looking at the track ahead.
But contrary to the very limited head movement we have now, the experience will be more real to life because you get the idea that you're moving inside the car.
