I mean the buttons on the right are self explanatory. Select a part on the car you cant to edit, click 'change part'. Repeat for all things you want to change.
You can change car completely by selecting the car name and clicking change car, 'd once you're done, write the garage to the file, put it back into the memory card and play.

How so what ? You've done the work require to open your garage file, i've explained how to edit stuff and you just need to do the inverse of what you did to extract the file to apply the edits.
