Huh, I think you're talking about Vice City Stories... and don't only think, but I'm pretty sure as well...

Anyway... locate the spray shop at the harbor... it's to the west of it, right across the street... and as an added note, the boat garage is at the end of the dead end road nearby that goes between the airport and docks...
