whats a referral

A referral is where you pass a link to GTP to someone. That URL has your own member ID in it, so if the person joins, it is deemed that you referred the new member to GTP.

I think it's something that is on ice at the moment while Jordan resolves other, more pressing, issues.

Actually, the referrals are still working just fine. See this section in the FAQ to learn more about referrals, and also find the link to give out to your friends in order to get credit for referring them.
