Theres kind of a place like that here in Canada, only its not a beach, but a dirt parking lot where everyone goes to eat their food at lunch. Theres some pretty funny signs posted on the fence too, like "no throwing things up at them" and "no shooting guns at the plane". The no throwing one made me laugh out loud when I first saw it.

I live near Toronto, and have always loved driving on the 401 alongside Pearson International Airport and having the planes come in for landings right above the highway.

Near the Hamilton airport, at the end of one of the runways. You kind of have to watch though as it is private property, and i've heard that the cops do ask you to leave if they see you there, but we sat there for almost 2 hours with no problems. Definitly worth checking out if your ever in the area.

I always thought shooting at planes anywhere is generally frowned upon.

...Damn.... That engine was very close to the ground. It's also a little hard on the main gear to land like that...
There's a road at the airport here that goes about 200 feet (ish) behind the end of the runway that I take daily to get to school... Kind of neat sometimes.
