Looks English. AND from this angle it looks like the left headlights had all run out, so he fitted a right headlight on upside-down.
 
Mhh from just looking at size/wheelbase it might've possibly shared the same platform as the MG Midget/Austen Healy Sprite?

If it's even English :D It's probably Portugese or something :P
 
It is definitely english... i will get back to you on the wheelbase stuff but i dont think it does... Yeah i have found nothing that suggests any connections...

Berkeley?

I don't recognise those lamp covers but the rest seems familar.

Some Berkeleys had 3 wheels, some 4 and they were tiny. Powered by 300 to 500cc motorcycle engines.

Not a Trumpet, badge of Triumph isn't round. No a MG either, as then it would more then likely be a sister car of the Midget.

looks like a low volume car to me, and looking closer it looks actually smaller still then a Midget... Mhhh Not a Mini based kit car I hope?
 
911 may be on the right track... This particular model has 3 cyl, with the largest displacement this maker ever used, and was once a racing model... It also has non stock head lamps (they are larger than usual) becuase it was once a racing model. The car maker also has affiliation with a certain Laurie Bond...

Here is a pic of the same car with stock lamps... Sorry about the bad quality but its harder than you think to find a good picture of this car... Since we know that this car has a large displacement i would like the specific car model name...

EDIT: Bingo. It's a Berkeley Foursome (although that side shot I posted above is apparantly a Twosome). So there you go.
 
Its not the foursome... It is infact a twosome or a se492(492 for its displacement) often called a b90 today...

The foursome is much uglier and larger and ofcourse has fourseats... If you look at the pics i provided they have only two seats...
 
the foursome is pictured in the first pic roo posted... the second is the se492/b90/twosome... The extra wheel int he rear and the huge hole in the chassis for people to sit in make it uglier... imo
