I've heard of ways to make Resident Evil Code: Veronica X(which is on a DVD disk) fit onto a regular CD. It had something to do with taking out some movie files.... But then again, wouldn't that kind of ruin the game a little, as in ruining the plot?
 
Yeah, just like Dreamcast backing up went. Since the Dreamcast used GD-ROM's, those were able to hold up to 1 gig(maybe a little more)so what they had to do was either take sound out or downsample it or take videos out or downsample them. So they would then relink them to other audio/video files.

They do that with the PS2 games too for people who don't have DVD burners. Their called RIPS. But yes, for Residient Eveil they either took vids out or just made them a lower resolution.

Or they might even split the game into two cds.

A decent DVD burner will cost you a couple of hundred as it is. A Sony DRU-500A is the best DVD burner on the market apparently and is going for $800AU.
