How do tuning (body parts) and liveries combine?

I am wondering if you download a livery from another player and it has body modifications from the tuning shop, how does that work? Do you have to buy these tuning parts too?

Only if it relies on certain parts to work. (Like the BRE Datsun design)

I’m only guessing. I doubt parts will be part of the livery like wheels were in Sport. Makes no sense
