I said 30 even though I did run the Indy race a few times for money. The reason I was able to get this high was that I hit level 30 B-Spec and then did the X1 challenge which pays boat loads of XP.
Actually though the dreading grinding comes more from driving overpowered cars in the events. If you win every race on the first try your total XP is going to be lower where as if you match your car, power and tires to the AI you will end up needing to run some races more than once just to get the win and as a result your XP will be higher overall without re-running races which you have already won.
On my second profile I am up to level 26 and there are lots of races I have not ran yet.
