Hi!Can i get "Black secrets cars"

You get them by going to the used car lots on days 693-700. You see, there is a cycle of used cars every 700 days in GT4. You can see your days by going to Home and looking at your stats. So every last week you'll get the black LMP's. You'll see them on days 693-700, days 1393-1400, and so on.
