You can only change TCS, ABS, Some things I don't know and Brake balance (Front and rear). If the car has a 4WD system then you can adjust the differential.
You config the RA menu to the controller.
I use the Digital for adjustment and navigation and R3 for activating the menu.
You can't adjust the TC or ABS if they are disabled.
Adjusting the brakes isn't so much giving players an advantage as much as giving them the chance to undo PD's obnoxiously stupid default bias. Think of it rather that people who don't map the RA functions are disadvantaged by locking themselves into cars with defective brakes when they could legally put proper ones on.
Although if you are deft enough with it you can adjust on the fly for specific track sections, which technically should only be on race cars, but that's just the way GT5 does it - for every race and car.

Click on the right analog if you put RA Menu function on R3.
