hw do you unlock this Vettel challenge?

hey how do you unlock the Vettel challenge as I can not seem to find it on the game at all plus I just love using the Bugatti Veyron

When is the Vettel challenged unlocked?
Where can I find it when it is?

Any help would be great. I have done many searches on this board for an answer but cannot find a direct answer to the question before the post become a judgemental bashing ramble of an barely related - insignificant detail.

I'm pretty sure it's level 30 A-spec only. I'll be able to tell you for sure in about an hour as i'm almost level 30 bspec but not yet there in aspec.

I'm currently at level 28. with the limited time I get to play each day - It may be some time before I get my mind blown!
