Put in the "Flying Car" cheat and get a police car. Make sure the car is in the right position while flying up, so that it doesn't tilt forward anymore.
Since there in no height limit in San Andreas, you can fly like this for hours.
Only thing I did not excpect at 46 km height, was a small plane my police car touched, and the insane flight / jump was over.
I kept falling down at very high speed for almost 30 minutes
