Because it hasn't showed up in used cars. Nissan 370Z Tuned Car '08 (premium) was on the list but not in the game.
It is in the game actually. The only way to get it is level 12 ticket, 2008 ticket, 1000 ticket or trade
 
The latter was a reward car limited to those who competed in an event some time back and those who got it from other players. In regards to the first part, however, having gone through almost 30,000 game days, I can tell you that not every single car available in the UCD shows up in the UCD on a regular basis.

Is this the which car is in the game thing? If so, both are in the game but my comment was aimed at the Nissan.
 
Anyway, the seeming lack of a vehicle's presence in the UCD shouldn't be taken as evidence of its nonexistence despite its presence on the official car list for the game.

Why not? The list was made by humans and the last time I checked humans are fallible and do occasionally make mistakes. And it wouldn't be the the first time there was a mistake on a car list in a video game. the "240SX" in ProStreet that was actually a 200SX, the "AWD" Supra in one of the Shift games...and those are just off the top of my head.

And if he thought it was "evidence" that it wasn't in the game the post would've read more like "Why is the Infiniti whatever on the Official Car List when it's not in the game?" and not, "hey i can't find this car still, is it in the game or is there a mistake on the list?"

It was and we do, but this particular list's validity (NFS lists shouldn't be used as a comparison as they're for NFS games, which shouldn't be compared to GT games) hasn't come under much scrutiny and a quick review of available tunes for vehicles would likely yield at least one for the Infiniti.
