Ah! I see...
I guess I had the impression that people use "draft" for events that simply don't have many sign ups yet.... not for the general kicking around of ideas that are nowhere near an actual organizing level.
(And with good reason... when people post threads without any hard parameters in the clubs or series section... people tend to get a bit annoyed or just ignore it.)
