Is this another mass outage?

I have been receiving Error Code AF-030320 for the last hours or so. I was playing and suddenly ut put me in offline mode. I restarted router, system, and game. I safe mode cleared cache, and rebuilt the database. According to other posts, this happened in August with a different AF code and at least once before in September of '22.
I was just curious if anyone else is dealing with it, or if this is specific to me before i go any further with trying to fix it.

Not to mention a bit boring to cheat online when not many people are using Sport Mode. Also, when pretty much only one class of car are being used for Sport Mode tournaments.
