Don't ever buy cheap. You will be disappointed.
 
It classifies as a wheel, and will function as a wheel, and since you're not hard core I can say you'll have fun with it but you're better off finding the Madcatz MC2 for PS2

I want the wheel to be precise, accurate, and I want to beat my controller times. Force feedback doesn't matter to me, vibration I can live without.

Most cheap wheels are hardly going to be accurate. Most of them use the rotation of the wheel and convert it into the signal (%) you would use with an analog stick on your controller. You won't get any better going cheap.

I haven't tried it but even if it would be almost as fast I wouldn't do it. The experience you get from driving with a FFB wheel on a stand or table is way more realistic. Honestly I don't really see the difference from a controller and a wheel on your lap; a controller is more comfortable I would say.;)

Force feedback helps improve your times because you can feel the limits of the car and then begin to push it. It also means you can adjust to new cars much quicker because you get a better idea of how the car behaves under different circumstances. With a non-FFB wheel I don't think it has the same effect.

If it's because of cost issues then so be it. But once you get a FFB wheel you'll never go back.

that was the first steering wheel i ever bought. I used it for Cart World Series on the PSX. maybe it didnt work with all racing games.

You can find Driving force GT's for 70.
 
If you want the wheel for your lap because you haven't got a stand they are easy to make. I asked my grandad to make me one ( he used to be a joiner) gave him a simple drawing of what i wanted and about 3 hours later it was done.

Or you could just use an ironing board...
 
Don't do it! Get a used DFGT and clamp it to the heaviest book you can find. That way when you want to play GT5 down the road sometime you'll have a compatible wheel for that too.

PS Are you really located in Antarctica? There are more sensible solutions to keeping your package warm besides setting a cheap plastic assembly on your lap.
 
How about a driving force Pro (Predecessor to the DFGT)? You can find them for ~£30 here so probably $25ish over there. Second hand, but Logitech wheels tend to be very reliable.

Putting a wheel on your lap is no good. I know you say you need to do that, but it's not that hard to make or find some sort of rudimentary mount. Do you have a folding table of some sort that you could use? A cheap wooden ironing board is good too.

Honestly, if you're looking at low end your best choice will always be a second hand FFB wheel. If you have a problem with it on your lap turn the force feedback off.
