The explanation is a little rough around the edges, but he's challenging people to use their WTC700 cars (in their WTC700 tune) for the WTC900 race with the game difficulty set to Easy.

I have come back after a small hiatus as I wanted to drive more of my cars here on my favourite track.
Today's post is the classic Porsche Spyder Type 550/1500RS.
With significant tuning to increase the power to match opponents in the WTC700 I was surprised to find that i could do 4 laps at FM1. The one drawback of this Spyder is the brakes, you will need to brake earlier and do more trail braking as it will lock up easy and you start sliding out of track. Tyre wear was not excessive with RM and IM tyres when it rained. I started with RS just to get some advantage but they were to "grippy" for my driving style and after the IM tyres came off in lap 6 I finished P1 with RMs in lap 7.

Thanks for sharing, so much better than what I was using! It handled so well I had to give another try at under 100 Hp...Not possible anymore, had decently timed rain that would have been a top 5 finish back in the day, ended P 19 and nearly 2 minutes behind P1! The Honda RA272 remains the current low horsepower king and I can't think of anything to beat it.
 
Guys apologies if the answer is somewhere in these 63 pages, I don't have the courage to read them all.

Is there a way to race (not in multiplayer mode, just by myself) with real-life live weather for the approximate location of the circuit ?

In custom races... there is a random weather setting among the other particulars you will need like 6x fuel and tyre, time of race or laps, etc...
 
A quick update on the WTC 900 200pp under challenge, ie, win the WTC 900 on easy mode at 700pp. This has been more difficult than anticipated. I've only been successful with three cars so far, the swapped XJ220, NSX Gr B, and the 787B. The Jag and NSX were one stops while the 787B was a no stop. All dry races with the one stops needing laps @ 3:57 and the no stop 787B needing all ten laps @ 4:04 on FM2 with MT. A fun challenge that I'm expanding to all the Le man and Spa events, so EASY difficulty any event just be 200 performance points below the limit; 800 @ 600, 700@ 500, etc.
 
I raced 1 hr Spa for the first time at Spa, raining whole race, I'm not very original, used 962C.. Can Alfa 155 win this race?

The simple answer is yes it can. Most of the Gr.4 cars can win the 1 hr race on EASY difficulty and the 155 is the best of the bunch. Anything above EASY would be a challenge.

Update for "two hundred under" at Spa. I've previously completed the WTC 800 and 900 at 599 and 699 respectfully, so only three events left. The Porsche cup 650, WTC 600 and Historic Masters at 580. So I need to be at 450, 400 and 380 PP. I somehow managed to beat the Porsche cup at 449 PP with a stock 959 on comfort hards, more like a drift mission with those tires. However I've hit a wall with the other two, I have managed a P2 in Historic and P3 in the WTC 600 but no better. The biggest issue I've encountered is extreme rubber banding from the leading AI's. I've done a LOT of low Hp and PP challenges over the years and have never seen such extreme AI behavior, maybe because these events have no tire or fuel restrictions? When I start to close the gap, I've had the lead AI go purple by 10 seconds on EASY! I'm hoping for any recommendations of the most OP 400pp cars in the game!

Thanks, I tried the i3, I couldn't get the pace needed for Spa, sub 3 minutes at 400pp. I'll try the 911,if it can go as low as 380 it could work for the historic Masters as well.
 
I hate to admit defeat, but I'm tapping out on trying to beat the Spa WTC 600 at 400pp. I even found a pretty OP car at 400pp, the WRX GrB slips under 400 on CH with a bit of a ballast glitch. It's the quickest 400pp car I've found around Spa, 2:56 laps while abusing the hell out of kerbs, cause that's what GrB's are great at! Still not enough because of the rubber banding at the front, the faster you go, the faster they go. A couple of examples, I tried out a stock Tundra, gift car, heavy AWD with 400 plus Hp why not. Decently fast, lapping around 3:02 so no threat to the AI, Yamanaka posts fast time on lap 2 at 3:02, cruising in the lead, a pretty typical time. Keep in mind the AI starts with 30 seconds lead in a 4 lap race. Final lap he posts a 2:56 so purple by 6 seconds, nothing too crazy. Example two; I wanted to see how fast the AI was capable of on EASY. I went full sweat mode with the WRX at 599pp and tried to bait the AI into believing I wasn't a threat. I putted around the first 2 laps maintaining a 25 second gap to the lead, if you put in a fast first lap the AI will respond on lap 2. This time Fraga, another Supra, posts a 3:02 on lap 2. Time to put the hammer down and catch him. I did at the beginning of the final lap and followed on his tail, passing him at the line. The result, his final lap time 2:46! That's purple by 16 seconds! On EASY! Impossible for me to beat in an under leveled car.
