Toyota #1 didn't spin after it blews its tire while in the lead. At that time, the BMW LMR of JJ Letho was leading, with Toyota #2 of McNish in 2nd place... In fact, by hour number two, that BMW got the lead (it had better fuel economy), while the Toyotas were having some problems getting away from the pits (the starter motor was too hot. Remember, this was a very hot 1999 race), as seen by Brundle loosing the lead at the first stop to the Mercedes CLR of Bernd Schneider.
In addition, the Toyota #2 accident occurred while it was still in 2nd place behind the BMW LMR of JJ lehto...
Furthermore, the "japanese" Toyota could only try and gain 2nd place from the BMW of Dalmas (the one that won in the end) after that long night, as the 1st BMW was too far in the lead (2 laps)
Finally, only after the accident of JJ lehto at the Porsche Curves was there hope to the #3 Toyota, as it was still in the same lap as the BMW of Dalmas. However, two hours to the end, that Toyota was still 1 minute and a half behind the leading BMW, so it could only win the race if that BMW would had a problem. History though meant that the Toyota would suffer that blow-up at the run to the indianapolis corner...
BTW, being quick in one lap in endurance racing is nothing, nill, nada, nichts... To win in endurance race you have to have a fast car yes, but also it should be reliable, soft on the tires (and drivers) and have good milleage (basically, BMW won in 99 because it could run a lap more per stint than the others)...
