Just putting the lowness of a car in definition, the answer should vary depending on in what ground you mean a car is the lowest(or worst??) in this place.

I havnt played the game in quite a long time but i had a D1 FC Rx7 that was a standard, that sat pretty low. It was a beige or light brown color, i forget Had a pretty big wing though.

Toyota 7 is the 'lowest' car in the game, with a height of only 840 mm
Closely followed by the Pescarolo Courage C60 (930 mm) and the XJ13 Race Car (965 mm).

BTW, the Dodge RAM 1500 is the 'tallest' car (1,961 mm).

The GT40 racecar only sits 40inches off the ground which is around 1015mm, and the street versions are hardly taller. Aside from that you're looking at the low-HP G4.

I've yet to see anything of any significant mass (i.e. no karts, LMPs, or Formulas) sit lower than the Aussie Ford.
