Am I correct in understanding that only Hagerty insurance customers can obtain this car, and its unavailable to the rest of us?

Hagerty members got a version of the car with a special Hagerty Livery, that is indeed exclusive to them.

The version with the original Kokusai Kaihatsu Racing livery will be appearing in the Legendary Car Dealership sometime in the next 2 weeks.
