If previous F1 usage of turbos is anything to go by, it'll kill itself with fire.
On F1 Fanatic it says that there is unlimited turbo boost available to teams. While other regulations will undoubtedly strangle the power, I can see at least one team finding a way of getting some serious power out of their turbo engine next year.

I remember seeing Pirelli say somewhere that they could be up to 30kph faster on some straights next year.
 
All top tier racing series have been going about the same for the past 10 years or so, focusing on increased safety and lowered costs rather than ultimate speed pursuits. I don't see why F1 specifically is being singled out when NASCAR just switched away from a spec body design that was put together with the actual performance practically being an afterthought, and IRL spent most of the last decade... making the engines smaller, and then bigger again.
