What level are you on at the moment?

Have you tried the Used Car Dealership?

Sounds like you have a bogus game install. You may need to reinstall the game to fix it, and of course this mean you'll lose all of your current data as well.
Have you done the update to v.1.05 yet? If not, do so and see if that cures it. Be warned, it's a big update and depending on your bandwidth, may take a while to dl.
