The ban on trading cars over £1 Million was introduced to reduce the duplication of cars and prevent people selling cars for cash on ebay. Killing trading for around 90 cars in the game is just a by product.
They will only re-introduce the gifting system if they can find a way to prevent duplication of cars.
My cousin works for SCEA (I told everyone that servers were going to be up in a matter of an hour, when the servers went down for more than a day, unlucky for me it was up in 20 mins) and trust me the last thing they give a damned is EBAY the reason why they initial put a limit was because they were crashing the PSN (Their most important asset). Then they set the limit to one car per day, to prevent a server crash but to their surprise people started creating a load of fake PSN accounts and were flooding the server which was worst for them then the initial problem. Then they limited the trading to one gift per console, which looked extremely bad on their part and the lines from SCEA and SCEJ went down and people were furious. The problem with the PSN is that is free so they don't have an infrastructure like XBOX Live does. They have been wanting to charge for PSN use for the past 2 years but they fear sales will plummet. This was going to be introduced in August 2011 and it was going to be $19.99 per year but since the console as been hacked, now it seems impossible. The penalty from jailbreaking a PS3 was being ban from the PSN, if they do this now many people will just prefer to hack their console..
My cousin has told me that nobody will get banned in the next couple of months. They have also come to the point were they will stop infinity ward from enforcing bans. I have never played their games and don't know what they did but they are looking for a solution to lift COD Black Ops bans. So people don't believe you will be banned for duping, or riding in circles. 👍
